In Summer and precisely in August Paris is not totally Paris : the Seine banks turn into a great sea resort where the Parisians can enjoy sunbathing.
In August the city is less buzy and nearly “empty”as most of the Parisians are on holidays somewhere else in the coastal regions or countryside of France or abroad. Most of the French spend their holiday in France, visiting some friends or family or exploring some mountainous regions or hiking and cycling in scenic areas.

Out of curiosity, do they deposit sand to create an artificial beach beside the Seine? I remember seeing people sunbaking there back in 1992 and it seemed crazy to me. Like sunbaking in the middle of the city. However, Australia is spoiled with golden, sandy beaches.
